Federal & Provincial Tax Reporting

FBR & PRA Compliance in One Place

Sell goods and you report to FBR. Sell services in Punjab and you report to the Punjab Revenue Authority. Do both — a restaurant with a bakery counter, a hotel with a shop, a manufacturer that also installs — and you are running two reporting systems. Xelent puts FBR IRIS digital invoicing and PRA invoice fiscalisation on one dashboard, built in-house in Faisalabad.

Who Reports What to Whom

FBR and PRA are different authorities with different laws, different invoice numbers and different portals. The confusion is not your fault — but the penalties are still yours. Here is the split in plain terms.

Federal · Sales Tax on Goods

FBR Digital Invoicing

Who must comply
Sales-tax-registered persons selling goods anywhere in Pakistan. FBR is extending the mandate in phases from large corporate taxpayers to all registered persons through SRO notifications.
What is reported
Every sales (and purchase) invoice with buyer NTN or CNIC, HS codes, quantities, rates, sales tax, further tax and extra tax where applicable.
How
Invoices are transmitted in real time to FBR's IRIS system through licensed integration. IRIS validates each one and returns a unique FBR invoice number that must appear on the invoice with a QR code.
Xelent product
FBR Digital Invoice — Xelent's own IRIS-integrated software. Create invoices in it, or export from your existing system as CSV and bulk-upload.

Provincial · Punjab Sales Tax on Services

PRA Invoice Fiscalisation

Who must comply
Service providers registered with the Punjab Revenue Authority — restaurants, caterers, marriage halls and marquees, hotels, salons, and other notified service categories operating in Punjab.
What is reported
Every service invoice or POS receipt: items, amount, Punjab sales tax on services, payment mode, and the registered POS or branch it was issued from.
How
Receipts are reported electronically to PRA's invoice monitoring system. PRA returns a fiscal invoice number which, with a QR code, must be printed on the customer's receipt so it can be verified.
Xelent product
The PRA fiscalisation layer built in-house by Xelent — available on this dashboard, inside Xelent POS, and inside the Marquee Management System.

Where Xelent comes in

Each invoice line carries a tax treatment — goods to FBR, Punjab services to PRA, or out of scope. The system routes every finalised invoice to the right authority, stores the returned invoice number and QR payload against it, and keeps one register you can reconcile against both portals. One team, one login, one audit trail.

How It Works

From Sale to Fiscal Invoice Number in Four Steps

You do not need to replace your POS or ERP to become compliant. Keep issuing invoices the way you do today, export them, and let Xelent handle the submission, the retries and the record-keeping.

1

Register and configure

Enter your NTN/STRN, PRA registration and POS IDs, then map charge categories to tax classes with your accountant. Sandbox first, production when you are ready.

2

Bring invoices in

Create invoices in the dashboard, or keep your existing POS/ERP and upload its invoice export as CSV — the importer validates every row before anything is submitted.

3

Submit, retry, record

Each finalised invoice is queued to the right authority. Failures retry automatically; every request and response is stored unchanged against the invoice.

4

Print, share, reconcile

Receipts carry the authority's invoice number and QR code. One register shows what was accepted, what is pending and what each authority is owed.

What You Get

Built for the Way Pakistani Businesses Actually Invoice

Mixed goods-and-services bills, walk-in customers without an NTN, internet that drops at 9 pm on a Saturday. The fiscalisation layer was designed around those realities, not around a demo.

One Register, Both Authorities

Every invoice, whichever authority it went to, lives in one searchable list with its fiscal number, status, QR payload and the raw request and response.

Per-Line Tax Treatment

Goods, Punjab services and out-of-scope items on the same invoice, each with its own tax class. Rates are effective-dated so old invoices never change.

CSV Import From Any System

Export invoices from the POS or ERP you already run and upload them. Row-level validation flags missing NTNs, bad HS codes and wrong rates before submission.

Offline-Tolerant Retry Queue

Internet down at the counter? Invoices queue locally and submit when the connection returns, with exponential retry and a manual retry button for the stubborn ones.

Fiscal Numbers and QR on Receipts

Thermal and A4 templates print the FBR or PRA invoice number and QR code where the law says they must be, so customers and inspectors can verify on the spot.

Credit Notes That Reference the Original

Returns, cancellations and corrections are issued as credit notes carrying the original fiscal number, because finalised invoices are never edited.

Failure Alerts, Not Surprises

A rejected submission shows on the dashboard the same day, with the authority's error text, not three weeks later in a notice.

Reconciliation Reports

Tax collected per authority, per period, per branch, with accepted-versus-issued counts you can hold up against the FBR and PRA portals.

Roles and Audit Trail

Who can finalise, who can fiscalise, who can issue a credit note — separate permissions, every action logged with user and timestamp.

Per-Line Tax Treatment

One Bill, Two Authorities, Zero Manual Splitting

A marquee bill has hall rent, catering and a few goods on the same page. A pharmacy with a clinic bills medicine and consultation together. Instead of one tax percentage on the whole invoice, every line gets a charge category mapped to a tax class — authority, rate, inclusive or exclusive. Your tax consultant decides the treatment; the software applies it the same way every time.

  • Charge categories mapped to tax classes — rates are data, not code
  • Effective-dated rates, so historical invoices keep their original math
  • Goods, services and out-of-scope lines on the same invoice
  • Separate tax totals per authority on the printed bill
  • Both fiscal invoice numbers and both QR codes on one receipt

FAQs

Frequently Asked Questions

The questions business owners and their accountants ask us most.

What is the difference between FBR digital invoicing and PRA fiscalisation?

FBR is the federal authority and collects sales tax on goods; its digital invoicing system (IRIS) requires registered sellers to transmit each invoice in real time and print the returned FBR invoice number and QR code. PRA is the Punjab Revenue Authority and collects Punjab sales tax on services; its invoice monitoring system requires restaurants, marriage halls, hotels and other notified service providers to report receipts electronically and print the PRA invoice number and QR code. Different law, different portal, different number — and a business selling both goods and services in Punjab may have to do both.

Do I have to replace my existing POS or ERP?

No. Xelent's compliance software is a separate system. If you keep your current POS or ERP, you export its invoices as CSV and upload them to Xelent, which validates and submits them to FBR and/or PRA. We do not plug into your existing software directly, and we will not pretend otherwise — the CSV route is what keeps onboarding to days rather than months. If you are open to changing systems, Xelent POS and the Marquee Management System have the fiscalisation layer built in.

How does the system know which authority an invoice goes to?

Through tax treatment on each line. Every charge category you sell — hall rental, catering, medicines, consultation, packaged goods — is mapped to a tax class that names the authority, the rate and whether tax is inclusive or exclusive. When an invoice is finalised, FBR-treated lines are submitted to IRIS and PRA-treated lines to PRA, and both fiscal numbers are stored against the one invoice. The mapping is set up with your tax consultant during onboarding and can be changed as rules change.

What happens when the internet goes down at the counter?

Invoices are still issued and go into a local queue. When the connection is back they are submitted automatically, with exponential retry on failures and a manual retry action for anything that keeps failing. Every attempt, request and response is logged against the invoice, so you can show an inspector exactly what was sent and when.

Can I correct or cancel an invoice after it has been fiscalised?

Finalised invoices are immutable — that is what the authorities expect. Corrections, returns and cancellations are handled through credit notes that reference the original fiscal invoice number and are themselves submitted to the relevant authority. The original stays in the register unchanged.

Does it work outside Punjab?

FBR Digital Invoice is Xelent's own IRIS-integrated software and it works for sales-tax-registered businesses anywhere in Pakistan. The provincial layer currently covers PRA (Punjab). The fiscalisation layer was designed with adapters per authority, so Sindh, KP and Balochistan revenue authorities can be added as customers need them — ask us about your province and we will give you a straight answer on timing.
